Responsibilities
1. EHS Leadership & Strategic Management
?Provide professional and disciplinary leadership as well as strategic development of the EHS department.
?Advise the management board and executives on all matters relating to occupational safety, health protection, and environmental protection.
?Ensure compliance with legal, regulatory, and customer-specific EHS requirements.
?Act as the site's Environmental Management Representative, with overall responsibility for environmental management, hazardous substances management, emergency management, and crisis management.
?Drive the continuous development of a sustainable safety culture and derive corresponding improvement measures.
?Lead cross-site EHS projects and manage external partners (authorities, certification bodies, contractors).
2. EHS Compliance & Regulatory Affairs
?Cooperate with third party organization and project stakeholders for establishment of mandatory permits and reports during build-up phase.
?Monitor and interpret updates to national and local laws, regulations and standards relating to work safety, occupational health, environmental protection, fire safety and special equipment, ensuring the company's operations comply with statutory requirements and internal EHS management systems.
?Coordinate compliance management of pollutant emissions, including exhaust gases, effluent, noise and solid waste; be responsible for the application, amendment and renewal of environmental permits (e.g. discharge permits, radiation safety licenses) and the submission of annual compliance reports.
?Act as the company's primary point of contact with government regulatory bodies (emergency management, ecological and environmental protection, fire safety, public health), cooperating with routine and special inspections and data reporting, and representing the company in on-site verifications and communications regarding rectification measures.
3. EHS Management System Establishment & Maintenance
?Establish, operate, maintain and continuously improve the Environmental Management System and Occupational Health and Safety Management System; organize annual internal audits, management reviews and third-party certification audits; monitor closure of non-conformities.
?Develop, revise and issue EHS management systems, work instructions, operating procedures and management processes, including core systems such as the company-wide EHS accountability system, management of special equipment, approval of hazardous operations and chemical safety management.
4. Environment, Energy & ESG Sustainability Management
?Establish and optimize mechanisms for energy-saving diagnostics, energy consumption statistics and analysis, and clean production audits; research environmental protection and energy-saving technologies and policies; draw up energy-saving plans and specialized reports.
?Coordinate ESG-related work; be responsible for the collection, analysis and reporting of ESG indicator data and KPIs; participate in sustainability certifications and specialized applications.
5. Occupational Health & Safety Risk Control
?Organize and carry out hazard identification and risk assessment throughout the entire production process; formulate and implement tiered control measures; establish and dynamically update a risk register.
?Carry out routine on-site EHS inspections and specialized checks to identify safety hazards and breaches of operational procedures; issue rectification notices and follow up to verify compliance, ensuring closed-loop hazard management.
?Define standards, conduct needs assessment, procurement, acceptance and distribution management for personal protective equipment (PPE); supervise staff in its correct wearing and use.
6. Chemical & Waste Safety Management
?Establish and maintain a chemical safety management system covering the entire life cycle; formulate chemical safety management policies and operating procedures.
?Oversee safety controls throughout the entire process of chemical storage, handling, use and disposal; standardize on-site management of chemical warehouses; identify safety risks such as leaks and chemical reactions.
7. Emergency Management & Incident Investigation
?Establish and refine the company's emergency management system; draw up comprehensive emergency response plans and specific contingency plans (fires, chemical spills, electric shocks, environmental incidents, etc.); organize regular emergency drills and effectiveness assessments.
?Lead the investigation and handling of EHS incidents, near misses and occupational diseases; formulate and monitor corrective and preventive measures to prevent recurrence.
?Be responsible for the statistics, reporting and archiving of incidents; submit incident reports to regulatory authorities and headquarters as required.
8. EHS Training, Performance & Culture Building
?Develop and implement the annual EHS training program, including three-tier safety training, specialized training for personnel performing special operations, EHS training for management, and safety awareness training for all staff.
?Establish the company's EHS Key Performance Indicator (KPI) system; regularly collate and analyze data on target achievement, identify deviations and drive improvements; prepare monthly and annual EHS management reports for management, authorities and customers.
Qualifications
?Bachelor's degree or above in natural sciences, environmental science, chemistry, occupational health & safety, process engineering, or a comparable field.
?Certified Occupational Safety Officer or equivalent nationally recognized EHS qualification; additional HSE-specific certifications are advantageous.
?Several years of professional and leadership experience in the EHS environment of an industrial company, with sound knowledge of PRC occupational safety, environmental and hazardous substances legislation, and relevant management system standards (e.g. ISO 14001, ISO 45001).
?Proven experience developing and maintaining EHS management systems and liaising with government authorities and certification bodies.
?Strong leadership, communication, and stakeholder management skills.
?Strategic, analytical, and solution-oriented way of working.
?Fluent Mandarin Chinese, given the role's frequent liaison with local government and regulatory bodies, and good working proficiency in English (written and spoken).
